TANZANIA REJECTS OUTGOING GERMAN ENVOY MARGIT HELLWIG-BOETTE!




NAIROBI, KENYA: Tanzania has rejected the posting of Margit Hellwig-Boette, who has just finished her tour of duty in Kenya as Germany’s ambassador to Dar-es-Salam.

It’s not clear why the government of President JakayaKikwete rejected the envoy, who unlike her predecessors was less controversial, while serving in Nairobi.Margit has confirmed to the Standard that her posting has been rejected and saying she will be leaving to Berlin for redeployment.

“Yes, Tanzania has rejected my appointment. Under Diplomatic Code, a host country reserves the right to give consent for the posting of an envoy or reject.Tanzania has rejected but is not under any obligation to explain the reasons,” she said. The envoy added; “I am leaving Nairobi for Berlin tomorrow (Thursday) morning for redeployment.” Reports indicate that Kikwete’s administration was not keen on taking the diplomat, who has just served in a neighbouring country.

On Thursday night, former Prime Minister Raila Odinga hosted the Germany envoy for a dinner to celebrate the end of her four year tour of duty. During the event, the diplomat said that in Kenya’s 50-year history, the promulgation of the Constitution was the most significant event that promised to propel the country to prosperity.

“In my four-year stay here, I cannot think of anything else the leadership can bequeath the people of Kenya other than the full implementation of the Constitution,” she said.

HATIMAYE Tanzania imewekwa kando rasmi na nchi wanachama wa Jumuiya ya Afrika Mashariki (EAC), katika kuunda Shirikisho la Kisiasa litakaloziongoza nchi hizo.

Tayari marais wa nchi hizo, Paul Kagame wa Rwanda, Yoweri Museveni wa Uganda, Uhuru Kenyatta wa Kenya na Pierre Nkurunzinza wa Burundi wamekwishafikia makubaliano ya kuanzisha mchakato wa kuandikwa kwa Rasimu ya Katiba ya Shirikisho la Kisiasa la nchi wanachama wa EAC, bila kuishirikisha Tanzania.

Waziri wa Serikali za Mitaa wa Rwanda, James Musoni, amekaririwa na vyombo vya habari vya nchi hiyo akieleza kuwa makubaliano ya kuanzishwa kwa mchakato wa kuandikwa kwa Rasimu ya Katiba ya Shirikisho la Afrika Mashariki, yalifikiwa Septemba 12 mwaka huu, mjini Kampala na marais wa Rwanda, Kenya na Uganda na hivi karibuni Rais wa Burundi ambaye alialikwa katika mkutano huo na kushindwa kuhudhuria, naye sasa amethibitisha ushirika wake katika shirikisho hilo jipya.

Gazeti la The Sunday Times la Rwanda, limemnukuu Waziri Musoni kuwa marais wa nchi hizo wamekubaliana kukamilisha rasimu hiyo ndani ya muda mfupi.

Musoni ambaye alikiri kushiriki katika mkutano wa marais hao ulioshirikisha pia maofisa waandamizi wa nchi hizo isipokuwa Tanzania, alisema uamuzi uliofikiwa katika mkutano huo ambao ni wa pili kufanyika, ni moja ya maagizo ya uamuzi uliofikiwa kwenye mkutano wa kwanza uliofanyika pia mjini Kampala.

“Tumekubaliana juu ya kanuni za kisheria na mpango mzima utakaotuongoza ili kupata Rasimu ya Katiba itakayoliongoza shirikisho hilo la kisiasa,” alikaririwa Musoni.

Alieleza kuundwa kwa kikosi kazi maalumu kitakachojulikana kwa jina la High Level Task Force (HLTF), ambacho kitajumuisha wataalamu wa nyanja mbalimbali watakaoandika Rasimu hiyo kwa namna ile ile ya ulivyoandaliwa mpango wa Itifaki ya soko la pamoja la Jumuiya ya Afrika Mashariki.

Musoni alisema mawaziri wa nchi wanachama waliopangiwa kushughulikia shirikisho hilo, wanatarajiwa kuelezea mwelekeo wa mafanikio ya mpango huo katika mkutano mwingine uliopangwa kufanyika mwishoni mwa mwezi Oktoba huko Kigali Rwanda.

Kwa mara ya kwanza, marais Kagame, Museveni na Kenyatta walikutana kufikia makubaliano ya kuharakisha uundwaji wa shirikisho la kisiasa kwa nchi zao kwa kuondoa vikwazo vya kiuchumi na kuweka hati ya vitambulisho vya pamoja na ushirikiano wa kibiashara sambamba na kuzindua mradi wa ujenzi wa gati ya Bandari ya Mombasa.

Waziri wa Ushirikiano wa Afrika Mashariki, Samuel Sitta, alipoulizwa kuhusu hatua ya nchi hizo kuanza kuitenga Tanzania kuelekea kwenye Shirikisho la Kisiasa, alisema Katiba ya Jumuiya ya Afrika Mashariki, ibara ya 7 (e) ya mkataba inaruhusu nchi wanachama kufanya jambo la haraka kama nchi nyingine zinachelewa kufanya hivyo.

SHULE ya Sekondari ya Ilboru, jijini Arusha imefungwa kwa muda usiojulikana kuanzia leo baada ya kuwepo hofu ya kuchomwa moto.

Uchunguzi wa madai ya shule hiyo kuchomwa moto, unaendelea kufanywa huku ikielezwa kwamba wanafunzi wanne wanahojiwa na polisi wilayani Arumeru wasaidie kubaini ukweli juu ya madai hayo.

Wanafunzi wengine 10 inadaiwa wamepewa barua za kusimamishwa shule kwa siku kadhaa wakihusishwa na suala hilo.

Tangazo la kufunga shule hiyo lilitolewa ghafla leo asubuhi na Mkuu wa Shule, Julius Shila baada ya kushauriana na bodi yake, huku polisi wa kawaida wakifanya doria kudhibiti vurugu zozote ambazo zingeweza kutokea.

Ingawa Mkuu wa Shule, Shila hakutaka kuzungumzia suala hilo, Kaimu Ofisa Elimu wa Mkoa, Sifael Mollel, alisema uchunguzi wa madai hayo unaendelea katika kipindi hiki ambacho wanafunzi wamepewa likizo.

Alisema kuwepo kwa hofu hiyo na wasiwasi wa kuzuka vurugu ndiko kulikosababisha shule ifungwe kwa muda licha ya kwamba walikuwa hawajamaliza mitihani.

“Uongozi umeamua wanafunzi warudishwe nyumbani kutokana na hofu ya kuchomwa moto shule, wanafunzi walikuwa wakifanya mitihani kabla ya kuanza likizo fupi lakini uwepo tishio hilo na kuzuka kwa vurugu, ilionekana ni vema ikafungwa,” amesema.

Alisema kwa kawaida likizo fupi ni ya siku 10 lakini kwa tukio hili wanafunzi hao wamepewa maelekezo ya kwenda kuonana na wakuu wa wilaya zao kwa udahili kabla ya kurejea tena shuleni.

Akizungumzia vitisho vya moto, alisema wanafunzi hao waliwasilisha barua ofisini kwake wakitoa madai kuwa baadhi ya walimu walikuwa wanataka kuchoma moto shule hiyo.

Alisema polisi walienda kufanya uchunguzi Ijumaa ambapo walinusa harufu ya petroli iliyokuwa imemwagwa jirani na bweni.

Hata hivyo Kaimu Ofisa Elimu huyo hakutawataja wanafunzi ambao wanahojiwa na polisi wala wanafunzi 10 ambao wamesimamishwa kwa siku 21.

Kamanda wa Polisi wa Mkoa, Liberatus Sabas, alikiri polisi kuwepo shuleni hapo wakati tangazo la kufungwa shule likitolewa akasema hiyo ilikuwa ni kwa sababu ya kuimarisha usalama.

Kwa mujibu wa tangazo hilo, wanafunzi wote watatakiwa kurejea shuleni hapo baada ya kudahiliwa na wakuu wa wilaya zao.

12 FOODS THAT NATURALLY WHITEN YOUR TEETH!

We've all been told to avoid red wine, dark berries, and black coffee in our quests for pearly whites, but what about foods that actually brighten your smile? Try these natural solutions for a brilliant beam.

Strawberries
They may be bright red, but malic acid, a chief component of this summery fruit, acts as a natural astringent to remove surface tooth discoloration, says Dr. Irwin Smigel, president of the American Society for Dental Aesthetics. Fresh, juicy strawberries taste great in any meal salads, desserts, and cereal—are widely available at farmers markets this time of year, so getting your daily dose is both simple and delicious.



Seeds and nuts
Chewing these lightly abrasive, hard foods rubs plaque and stains off the surface of teeth, says Dr. Matthew Messina, a spokesperson for the American Dental Association. Pop a few almonds for a mid-afternoon snack—they're full of protein, healthy fats, and the crunch you need to get pearly whites.



Onions
Although they may not be the ideal pre-date snack, the notoriously bad-for-breath alliums could be beneficial to teeth. Because they're colorless, they won't cause surface stains, says Messina, adding that after eating them you're more likely to brush—which is a surefire way to get whiter teeth.


Apples
The loud crunch you hear when you bite into this hard fruit may be annoying, but it's also good for your choppers. Apples' crispiness strengthens gums, and their high water content increases saliva production, dispersing and neutralizing colonies of bacteria that lead to bad breath and plaque, says Smigel.



Baking soda
Take a toothpaste break and try brushing with this common ingredient. Baking soda is a base, like bleach, notes Messina, and the "soda"—which is actually a form of salt—in this pantry staple is a mild abrasive that works to scrub off plaque and surface stains.



Celery and carrots
The same high water content that makes these veggies great for your waistline and your health also helps them whiten your teeth by stimulating saliva production, which aids in washing away food debris and strengthening gums, according to Smigel.



Broccoli
Unlike beets and cranberries, this crunchy vegetable doesn't stay stuck to teeth, so it won't cause unsightly surface stains, says Messina. Throw some raw broccoli into your lunch—the florets will scrub the surface of teeth, giving them a brief and natural midday brush.



Cheese
Hard cheese, like the little blocks you get on those delicious appetizer trays, is full of calcium, which strengthens teeth and gums, explains Smigel. Plus, most cheeses are near colorless, meaning they won't stain your teeth. So go ahead, order that cheese plate.



Oranges
This bright fruit contains citrus, an acid that can wear away tooth enamel if ingested in large doses, making teeth whiter—but at a cost, says Messina. So while we don't recommend gulping down bags of oranges in the spirit of a bright smile, a juicy helping once in a while is good for your pearly whites and thanks to loads of vitamin C, your overall health too.


Water
Drink lots of water to keep your mouth hydrated and your smile bright, advises Smigel, who recommends sipping and swishing between glasses of wine and when eating dark, pigmented foods to prevent staining. However, while water reduces the acidity in your mouth and the resulting damage to your enamel, Dr. Smigel warns against imbibing too much sparkling water, which has greater potential to erode enamel and harm teeth.



Pears
Smigel recommends munching on a pear to neutralize pesky odor-causing and staining bacteria colonies on teeth. Increased saliva production brought on by this sweet, delicious fruit also washes away food debris, leaving teeth clean and sparkling.



Milk and yogurt
These dairy products are teeth super foods. Their high calcium content strengthens teeth, making enamel healthier and whiter, says Messina. But be warned: Not all calcium-rich foods—like spinach with its dark, stain-causing pigmentation—have the same effect. Chow down on a high-protein Greek yogurt for a snack, or pair after-dinner cookies with a cold glass of milk to get that gleam.
